JOB SUMMARY
Under the general supervision of a higher-classified employee, supervises and coordinates the activities of service coordinators, professional and other staff in an identifiable component of service delivery within a program. Health Services Supervisors are responsible for assuring the implementation and delivery of services to individuals and their families in keeping with the principles of recovery, self-determination and resilience. Health Services Supervisors are further responsible to assure that all services are delivered in accordance with generally accepted standards of clinical practice. Health Services Supervisors are responsible for embodying and promoting a positive organizational culture. Health Services Supervisors actively participate in program specific, agency wide and community wide collaboration to assure a comprehensive system of care for individuals and families.
EXAMPLES OF DUTIES
Essential Duties:
Staff Supervision
o Recruit, interview and recommend hiring of staff based upon job description, required competencies and needs of program. Make hiring recommendations to Program Administrator. Assures compliance with all county procedures and bargaining unit agreements in the recruitment and hiring process.
o Orient, train and coach staff according to county and departmental processes and standards, assuring that all new staff completes the orientation and training process during the probationary period. Conducts evaluation at the completion of the probationary period assuring that staff has acquired all minimum competencies in staff job descriptions. Assure that all staff complies with ongoing training and education requirements.
o Assess supervisee’s knowledge and skills related to duties and responsibilities contained in their job description and in required core competencies. Develop improvement plans with employees who are not meeting required standards. Reassess each supervisee’s job specific competencies on an annual basis as a part of a comprehensive annual performance evaluation. For employees who are of a different professional discipline than the supervisor, obtains adequate input via case reviews, consultations or clinical supervision from an appropriate colleague.
o Assess and monitor supervisee’s adherence to policies and procedures, consumer rights, consumer grievance and appeals processes, code of ethics, maintenance of licensure, certification and competency requirements.
o Provide and document individual and group supervision in accordance with CMH Supervision Policy.
o Conduct annual evaluations, assist employees in development of individual work plan, providing at least quarterly feedback on progress on goals
o Assist staff in developing professional development plans that address enhanced growth and development as well as any current deficits.
o Provide coaching, corrective feedback and discipline as required. Consult with Program Administrator and Human Resources as needed. Assure bargaining agreements and personnel policies are followed in all personnel actions.
o Maintain a safe work environment, free of physical hazards or harassment
o Supervise, monitor and coordinate the service delivery of assigned on-call staff to insure timely delivery of services in accordance with all clinical standards and procedures.
Program Supervision
o Assign, coordinate and provide clinical oversight to ongoing program operations including day to day operations as well as providing immediate clinical support in high risk, or complex clinical decisions assuring timely, responsive services to all individuals/families served
o Participate and provide program level leadership in program development, planning and implementation.
o Support the application and implementation of evidence based, best practices and promising practices in conjunction with departmental plans. Assure that all clinical services delivered adhere to established standards of clinical practice for the population assigned.
o Assures a proactive approach by all staff members toward outreach and engagement of individuals and families
o Assure that services are culturally competent, trauma informed and responsive to diverse populations and needs.
o Assures the application of medical necessity standards and adherence to covered benefits based on individual/family eligibility for services. Monitor efficient and effective utilization standards assuring timely authorizations and proactive utilization management
o Assure that all services authorized and delivered comply with federal, state and program level eligibility standards and requirements.
o Monitor compliance at individual, team and program level with clinical procedures and established performance measures
o Assure effective assignment and distribution of staff and other resources, including assignment of coverage during any staff absences or vacancies
o Establish mechanisms for regular communication and interaction at the program/team level.
o Communicate with Program Administrator and fellow supervisors regularly, insuring coordination of activities across programs and teams
o Assist in monitoring the service delivery of contractual provider agencies as assigned to insure quality of service delivery. Coordinate with funding agency in identifying and correcting problematic performance. Assure adequate monitoring of consumer well-being during any corrective action period with provider agencies.
o Participate in performance improvement and business planning processes at the team/program, departmental, county and regional level. Participates in at least one committee or workgroup at a level beyond the individual program on an annual basis.
o Gathers statistical data and reads and analyzes reports to identify and monitor trends related to the delivery of services. Meets and confers with the Program Administrator and other agency staff to assess on-going programs and services and plan new activities.
o Assists in the preparation of the program budget and assures that policies and procedures related to purchases, expenditures and reimbursement are followed by all staff members.
o Assesses the knowledge and skills of assigned staff and makes recommendations to the Program Administrator concerning staff training, which would result in the improved delivery of services.
o Prepares verbal, written and statistical reports as requested in any area of assigned responsibility.
Community Collaboration
o Meets and confers with representatives of other county departments, community agencies, government officials and members of the community to develop community resources, and identify community needs.
o Participates in the development and implementation of community collaborations involving multiple stakeholders to support communities of interest affecting CMH consumers.
o Speaks before interested groups on community mental health related topics.
o Participates in forums, conducts activities and supports staff individual efforts on projects or initiatives that reduce stigma, increase integration, and promotes opportunities for consumers within the community.
Organizational and Professional Development
o Fosters and promotes the organization’s mission, vision and goals.
o Demonstrates alignment with the organization’s vision and mission.
o Participates actively in performance improvement activities.
o Assures professional, ethical behavior and relationships
o Observes all requirements of law and regulation with respect to Recipient Rights and confidentiality of health care

o Attends workshops, trainings, and engages in independent study to promote personal and professional development which will support program/departmental goals
o May perform discipline specific direct professional services based upon individual qualifications and the needs of the program at a specific time
o Performs other related duties as assigned.
Medication Support
o Provides oversight/assistance to consumer’s requiring observance of medication adherence according to agency policy and after successful completion of medication training requirements.

EMPLOYMENT QUALIFICATIONS
Demonstrated Knowledge of:
o Knowledge of the principles of recovery, self-determination and resilience as related to mental health and co-occurring disorders
o Extensive knowledge of the practice and principles of person and family centered planning
o Knowledge of the principles and practices of integrated care
o Advanced knowledge of the use and application of DSM-IV, the ability to conduct differential diagnosis and the ability to teach this knowledge to supervisees
o Knowledge and ability to diagnose and determine most appropriate interventions in assessment and treatment planning, and ability to teach this knowledge to supervisees
o Advance knowledge of common signs and symptoms specific to the target population assigned
o Advanced knowledge of mental health conditions, substance abuse conditions and mental health treatments, supports and interventions
o Ability to effectively assess, intervene and direct supervisees during crisis situations, including suicidality
o Extensive knowledge of community based resources and ability to teach staff how to access those resources
o Ability to utilize sound judgment and practice autonomous decision making, seeking supervision as needed
o Ability to represent the agency to the community, natural supports and other interested person in a manner that foster understanding of the needs of individuals/families served and the goals and mission of the organization
o Knowledge about currents trends in the field of mental health as applicable to the community mental health population and treatment setting.
o Current body of knowledge of evidence based practices, best practices and promising practices as applied to community mental health settings, with population specific knowledge based on specific position assignment
o The delivery of culturally competent services including the ability to transform knowledge and cultural awareness into health and/or psychosocial interventions that support and sustain healthy client system functioning within the appropriate cultural context

PHYSICAL DEMANDS
o Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer monitor and hearing and speech sufficient to communicate in person or over the telephone.
These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
For vocational programs:
o Individual must be physical able to perform the duties of mental health worker or attendant in order to demonstrate skills and assist program staff in emergent situations.
EDUCATION and CREDENTIALS
For Vocational/Habilitation Programs:
Level I – Grade 77:
o Bachelor’s Degree in Vocational Rehabilitation, Social Work, or Education with a concentration or sufficient course work to demonstrate knowledge of vocational/habilitation principles and services delivery to adults with disability.
For Clinical Programs and Teams:
Level II – Grade 78:
Master’s Degree in Social Work, Psychology, or Counseling or Nursing with Licensure at the Master’s level such as:
o Licensed Master’s Social Work
o Limited License Psychology
o Licensed Professional Counselor
o For Nursing, a Master’s degree with Registration as a Nurse is required
o A valid Michigan Driver’s License and a driving record that is acceptable to Washtenaw County Risk Management.
o No criminal background that would indicate the individual would be a risk to vulnerable populations.
o Qualified Mental Health Professional as defined by the Michigan Department of Community Health
o Licensure or certification appropriate to the highest degree the individual has obtained.
o Completion of recognized certification course in Supported Employment
EXPERIENCE
o Five (5) years of related, successful, progressively more responsible experience with the specific consumer population which the position holds responsibility for (adults with mental illness, adults with developmental disability, children with serious emotional disturbance and/or developmental disability, integrated care) which includes a minimum of 3 years of experience in Assertive Community Treatment or Crisis Intervention or Intensive Case Management/ Outreach within the last 5 years.
Examples of related experience include:
o Previous supervisory experience within a behavioral health setting
o Service Coordination
o For vocational services, qualifying experience must be specific to vocational or habilitation programs
A combination of the following duties in sufficient combination and duration will be considered:
o Chairing Committees or work groups
o Project Leadership or Project Management
o Mentoring/orienting and training new employees as a formal assignment
o Supervision of students
