EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period
CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The current starting time for this position is 8:30 a.m.
GENERAL SUMMARY:
Under direction, provides oversight and supervision to the Finance department for Macomb County Community Mental Health (MCCMH) as well as revenue and expenditure monitoring and projection; creates budgets based on trends while tracking, analyzing, and recommending financial strategies for the cost-effective use of funding in collaboration with the Chief Financial Officer, Chief Executive Officer and department leaders.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Assists in the planning, directing and administration of department planning, budgeting, and operations including development of goals, objectives, and performance measures.
Oversees and directs treasury, budgeting, audit, tax, accounting, purchasing, payroll, and insurance activities.
Trains, monitors and supervises assigned clerical and financial staff on performance, department projects and goals.
Establishes, modifies, documents, and coordinates implementation of the procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services.
Compiles and analyzes financial information to prepare entries to accounts, such as general ledger and business transactions.
Analyzes financial information detailing assets, liabilities, and capital. Prepares balance sheet, profit and loss statement, and other reports to summarize current and projected financial position.
Assists in the study of general economic, business, and financial conditions and their impact on the organization’s policies and operations.
Audits contracts, orders, and vouchers, and prepares reports to substantiate individual transactions prior to settlement.
Responsible for monitoring and updating budgets as new program funding is approved or adjusted as needed based on revisions or projected spending levels of revenue.
Responsible for monitoring monthly revenue and expenditure reports of MCCMH direct operated and contract agencies for accuracy to ensure programs are staying within budgeted spending levels.
Assists in negotiating agency contracts and Michigan Department of Health and Human Services (MDHHS) contracts as they relate to financial and budget issues.
Assists in assuring that all MDHHS and county reporting requirements are met.
Assists in assuring that MDHHS Finance Guidelines are followed.
Reviews and approves reimbursement of all contract agency and contract provider monthly expenditure reports.
Reviews and approves direct-operated agency purchase requisitions.
Works with various agency supervisors and contract agency directors.
Performs related duties as assigned.
QUALIFICATIONS
Required Education and Experience
Bachelor’s Degree in Accounting, Business Administration, Finance or a directly related field from an accredited college or university
Three (3) years in financial and management information systems for a large organization
Preferred Education and Experience
Experience with a Community Mental Health Services Program (CMHSP) or Prepaid Inpatient Health Plan (PIHP)
Experience with an electronic medical record system from Peter Chang Enterprises (PCE)
Experience as a supervisor or manager of professional staff
Required Licenses or Certifications
Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
Preferred Licenses or Certifications
Certified Public Accountant (CPA)
